Should you make a photo?

Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.

This page covers a learner (instruction) permit. It does not automatically apply to driver licenses, state ID cards, or every exception.

Where the photo is taken

Wisconsin instruction permits require a photo, including permits for drivers under 18. Permits are issued at DMV Customer Service Centers (not express offices).

Online steps and photo upload

Teens ages 15-17 can take the knowledge test online, but they still have to visit a Wisconsin DMV to get the permit. The online test captures a photo for verification purposes; WisDOT does not say that photo is used on the permit, and it does not mention any way to upload your own photo.
