Do you need to make a photo?

Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.

This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.

Photo law and requirements

Wis. Stat. § 343.14(3) requires the Department, as part of the application process, to take a digital photograph including facial image capture, and bars processing an application without it, subject to the religious-objection exception in § 343.14(3m). For renewals, § 343.14(3) provides that the photograph is taken once every 8 years, coinciding with the examination appearance required by § 343.16(3), subject to an exception in § 343.165(4)(d). Section 343.17(3)(a)2. requires a photograph of the person on the license. Section 343.16(3)(am) separately allows certain probationary Class D licenses to be issued or renewed electronically without a photograph being taken. The controlling photo statutes were reviewed; § 343.165(4)(d) and the Trans administrative rules could not be opened and remain unreviewed.

Where the photo is taken

An in-person renewal at a Wisconsin DMV Customer Service Center takes a new photo.

Online renewal, photo reuse, and upload

Online transactions print the photo already on file. A mobile or desktop selfie is only for identity verification, not the credential portrait; visit DMV to update the image.

New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.

Scope and limitations

This entry reports the issuing agency’s current public procedure. It does not by itself establish the full legal rule for every permit, state ID, exception, or transaction.
