Should you make a photo?
Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.
This page covers a state identification card. It does not automatically apply to driver licenses, learner permits, or every exception.
Issuing agency: Washington Department of Licensing
Where the photo is taken
Washington DOL staff take your photo at a driver licensing office when you renew an ID card in person. You will be asked to remove hats or sunglasses, with exceptions for medical and religious reasons.
Online or mail renewal and replacement
ID cards can be renewed online, or by phone if you are under 70 and your last renewal was in person, and they can be replaced online or by phone. DOL's ID card pages do not explain how the photo is handled online. State law says online renewals must provide an updated photograph in a form DOL approves, unless the person cannot and the photo on file is no more than 10 years old. Do not assume a home photo or selfie becomes your ID portrait without confirming with DOL.
Photo law and rules
RCW 46.20.117 requires an identicard to contain a picture and bars renewal by mail or electronic commerce unless the renewed card includes a photograph. It also requires identicard photos to be updated in the same way as license photos under RCW 46.20.120(5).
