Do you need to make a photo?

Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.

This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.

Photo law and requirements

RCW 46.20.161(2)(e) lists a photograph among the required contents of a Washington driver license. RCW 46.20.120(3)(b) permits renewal by mail or electronic commerce if department rule allows it and the applicant did not renew that way the last time; § 46.20.120(5)(a) requires such renewers to provide an updated photograph at least every 16 years (every eight years under age 30), and since January 1, 2023, electronic renewers must provide an updated photograph in a form and manner approved by the department with each renewal, unless they cannot meet the department's photo requirements and the photo on file is not more than 10 years old. A mail or electronic renewal without a photograph must be labeled "not valid for identification purposes" (§ 46.20.120(5)(b)). WAC 308-104-019 (electronic renewal eligibility) was reviewed and contains no photo language; the broader administrative-rule audit remains pending.

Where the photo is taken

DOL says customers who need a new photo must renew in person at a driver licensing office.

Online renewal, photo reuse, and upload

Washington law (RCW 46.20.120) allows renewal by mail or online if you did not renew that way last time, and requires online renewers to provide an updated photo in a form the Department of Licensing approves, with a limited exception when the photo on file is no more than 10 years old. DOL’s renewal page says you must renew in person if you need a new photo taken. Follow DOL’s online instructions for any photo step rather than preparing your own print.

New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.
