Where the photo is taken

A photo on a Washington learner permit is optional. If you want one, you must make an appointment at a driver licensing office, where staff take the photo.

Online steps and photo upload

You pre-apply in a License Express account, complete the permit application, and can pay online; DOL then issues a temporary paper permit and mails the card. DOL does not mention any way to upload your own photo.
