Where the photo is taken

Vermont DMV takes photos in person at a DMV office. First-time Non-Driver ID cards must be applied for in person, and you also have to go in when you need a new photo. DMV says photos are valid for up to nine years.

Online or mail renewal and replacement

If you hold a non-REAL ID card, you can renew by mail or in person, and you only need an office visit if you need a new photo. Online renewal is not yet available for non-REAL ID credentials, and replacement non-REAL ID cards must be requested in person. DMV's guidance does not say whether a REAL ID Non-Driver ID can be renewed online.
