Do you need to make a photo?
Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.
This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.
Photo law and requirements
23 V.S.A. § 610(c) requires each license issued to a first-time applicant, and each later renewal by that person, to include the licensee's photograph or imaged likeness, and lets the Commissioner decide where photo licenses are issued. It allows renewal by mail, but renewal must be made in person so that an updated imaged likeness is obtained at least once every nine years. The controlling photo statute was reviewed; Vermont DMV administrative rules have not been reviewed.
Where the photo is taken
Vermont photo images are valid for up to nine years. A new image is captured in person when the current photo will expire during the upcoming license term.
Online renewal, photo reuse, and upload
Eligible online or mail renewal uses the existing photo if it will remain valid for the full new credential term; otherwise renew in person for a new photo.
New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.
