Should you make a photo?

Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.

This page covers a state identification card. It does not automatically apply to driver licenses, learner permits, or every exception.

Where the photo is taken

You must visit a North Dakota Driver License Site to get a non-driver photo ID card. The ID requirements page does not describe the photo step; an NDDOT news release about its mobile non-driver ID events says NDDOT staff obtain the photos.

Online or mail renewal and replacement

Current non-driver ID holders can order a substitute (replacement) card online for a lost, stolen or damaged card or an address change; it is mailed to the address on record, and the page does not say which photo is used. Online renewal of a non-driver ID is not established; NDDOT's online renewal service is described for driver license holders.

Photo law and rules

N.D.C.C. § 39-06-03.1 directs the director to issue a nondriver color photo identification card to eligible residents.
