Where the photo is taken

You apply for a New York non-driver ID at a DMV office, and a new picture is taken at the office when one is needed.

Online or mail renewal and replacement

Holders keeping the same document type can renew or replace a non-driver ID online or by mail, and no photo upload route was found. You cannot renew a REAL ID or Enhanced non-driver ID by mail if its photo is over 16 years old; you must come to an office for a new picture.

Photo law and rules

N.Y. Vehicle and Traffic Law § 490(3)(c) provides that the identification card may contain the holder's photograph pursuant to the commissioner's regulations.
