Should you make a photo?

Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.

This page covers a learner (instruction) permit. It does not automatically apply to driver licenses, state ID cards, or every exception.

Where the photo is taken

Michigan's Level 1 Learner's License is a photo hard card. The teen, with a parent or guardian, visits a Secretary of State office, where the photo is taken.

Online steps and photo upload

You can schedule the office visit and pre-apply online, but the Level 1 license still requires an office visit. No page reviewed mentions uploading a photo.
