Should you make a photo?

Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.

This page covers a learner (instruction) permit. It does not automatically apply to driver licenses, state ID cards, or every exception.

Where the photo is taken

The Massachusetts learner's permit is a paper document that contains your digital photo. You first visit an RMV Service Center, where staff verify your identity, give a vision exam, and take your photo.

Online steps and photo upload

You fill out the permit application online and print a confirmation page to bring to your Service Center appointment; RMV guidance says the knowledge exam can be taken online and you then print your permit. No page reviewed lets you upload your own photo.

Photo law and rules

540 CMR 2.06(2)(b) states that a learner's permit is a paper document that contains a digital image of the holder.
