Do you need to make a photo?
Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.
This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.
Photo law and requirements
Massachusetts General Laws chapter 90, § 8 requires licenses to contain a photograph of the licensee and says license photographs shall be a straightforward looking view of the licensee without eyeglasses. The same section lets a renewal applicant who must have a new photograph obtain a one-year extension of the current photo with physician documentation of medical treatment, requires applicants 75 or older to renew in person at a registry branch office, and requires the photograph or facial image to be retained for the period set by registrar regulations. 540 CMR 2.06 describes learner's permits, licenses and ID cards as containing a digital image of the holder and recognizes online renewal; for residents whose license expires while they are outside Massachusetts, it allows a temporary license or ID card to be issued in person or remotely only if, among other conditions, the compliant document contains the holder's most recent digital image from RMV files. The statute and regulation do not themselves state the photo-renewal cycle; the reviewed copy of 540 CMR 2.06 was a mass.gov PDF, not the official print version.
Where the photo is taken
A name-change transaction requires an RMV service-center visit for photo capture.
Online renewal, photo reuse, and upload
The driver manual says eligible renewals may be completed online while the stored image remains within its validity period. Current photo cycle and governing rule require confirmation.
New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.
