Should you make a photo?
Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.
This page covers a state identification card. It does not automatically apply to driver licenses, learner permits, or every exception.
Issuing agency: Kentucky Transportation Cabinet
Where the photo is taken
Kentucky law directs the Transportation Cabinet to capture the applicant's photograph when applying for a personal ID card, which is done at a Driver Licensing Regional Office.
Online or mail renewal and replacement
Eligible ID cards can be renewed online or by mail, keeping the same card version. Lost or stolen cards cannot be renewed online, and voter and homeless IDs and REAL ID upgrades need an office visit. The official pages do not say whether the photo on file is reused, and no photo upload is offered.
Photo law and rules
KRS 186.4122 provides that the cabinet shall capture a photograph of the personal identification card applicant and electronically retain it.
