Do you need to make a photo?
Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.
This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.
Photo law and requirements
KRS 186.4102(1) requires the Transportation Cabinet to issue operator's licenses bearing a photograph of the applicant, sets face-visibility and eyewear/attire rules for the photo, and § 186.4102(9) allows a license without a photograph for documented religious objections. KRS 186.412(5) says the cabinet shall capture the applicant's photograph, and § 186.412(6)(a) requires the photograph to be retained electronically. KRS 186.416 (military personnel) allows mail renewal with the applicant's historical photo if one is on file. The statutes reviewed do not set a general rule for online renewal or photo reuse; the administrative-regulation audit remains pending.
Where the photo is taken
Eligible Kentucky license renewals can be handled online, by mail, or at a Driver Licensing Regional Office. The reviewed renewal instructions do not say whether an office renewal takes a new picture or reuses the existing portrait.
Online renewal, photo reuse, and upload
The myDrive renewal path requires a verified account. Official instructions describe the renewal options but do not say whether the portrait is reused or offer an applicant-uploaded credential photo. Do not make a photo unless the portal or KYTC requests one for your transaction.
New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.
Scope and limitations
Photo capture and photo reuse details are not stated in the reviewed public renewal guidance. Confirm with KYTC for a photo update or a specific transaction; law and regulation review remains pending.
