Should you make a photo?

Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.

This page covers a state identification card. It does not automatically apply to driver licenses, learner permits, or every exception.

Where the photo is taken

You apply for an Iowa non-operator ID card at a driver's license service center, and a REAL ID card requires mandatory facial image capture there.

Online or mail renewal and replacement

Eligible adults (18 and older) can renew online every other issuance if their photo was updated at their last issuance or renewal, and the card is mailed to them; no photo upload is involved. Cards marked “Valid Without Photo” cannot be renewed online, and adding REAL ID requires an in-person visit.

Photo law and rules

Iowa Code §321.190(1)(a) requires the non-operator ID card to bear a color photograph of the cardholder, and Iowa Admin. Code r. 761—630.2(10) sets the electronic renewal criteria, including that the photo was updated at the last issuance or renewal.
