Do you need to make a photo?
Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.
This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.
Photo law and requirements
Iowa Code § 321.189(2)(a) lists a color photograph among the items that must appear on a driver's license, and § 321.189(5) requires an issuance process that guards against superimposing a photograph without ready detection. Iowa Code § 321.196(4)(c) allows electronic renewal under department rules but bars it if the most recent previous renewal was electronic. The department's rule 761 IAC 605.15(6)(a) limits electronic renewal to applicants whose photo was updated at the last issuance or renewal and whose license is not marked 'valid without photo.' The statutes reviewed do not say who takes the photo or where.
Where the photo is taken
Iowa DOT’s renewal guidance distinguishes online from in-person renewals. The agency sources reviewed here do not say that every in-person renewal gets a new portrait; do not prepare a separate print unless the issuance site specifically requests one.
Online renewal, photo reuse, and upload
Iowa DOT policy says eligible online and kiosk renewals may use the customer’s photo on file. Online renewal is limited to eligible customers and is generally available every other issuance; a credential marked “Valid Without Photo” is not eligible. This is reuse of the stored portrait, not an upload of a new selfie.
New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.
Scope and limitations
Agency policy confirms photo reuse for online/kiosk renewal. The complete controlling statute and administrative-rule review, in-person photo interval, and rules for state IDs and permits remain open.
