Where the photo is taken

A first-time Indiana learner's permit is applied for at a BMV branch, where your photo is taken and you get an interim learner permit; the permanent credential is mailed to you.

Online steps and photo upload

Indiana BMV lets you replace a learner's permit online if your name and address have not changed, but a first permit requires a branch visit. The pages reviewed do not mention uploading your own photo, and it should not be assumed.
