Do you need to make a photo?
Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.
This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.
Photo law and requirements
Indiana Code § 9-24-9-2(a)(13) requires a digital photograph in a driver-license or permit application; § 9-24-11-5(a)(13) requires a digital photo on the issued license or permit, subject to a good-cause omission. BMV’s current renewal rules require the prior photo to be on file for online renewal and generally allow eligible renewals every other cycle after a branch transaction. A photo-exempt ID is a distinct process; its identity-verification capture is not necessarily printed. The controlling photo statutes and agency renewal procedure were reviewed; the broader administrative-rule audit remains pending.
Where the photo is taken
Indiana law requires a digital photo in the driver-license application and on the issued credential, except for limited good-cause photo omissions. A BMV branch transaction is the photo-capture path; a photo exemption does not mean the applicant skips digital capture for identity verification.
Online renewal, photo reuse, and upload
Eligible renewals are available online every other cycle when the prior photo is on file and the applicant meets BMV conditions. This uses the existing image; the reviewed flow does not offer a new portrait upload. If a new photo or credential information update is required, the BMV directs the customer to a branch.
New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.
