Where the photo is taken

You apply for an Idaho ID card at a county DMV office, and Idaho law says the examiner takes the color photo at the time of application.

Online or mail renewal and replacement

ITD says eligible holders of a valid Idaho ID card (ages 21 to 69, most recent renewal 4 years or less, U.S. citizen or permanent resident, not upgrading to a Star Card) can renew online. ITD's pages do not say how the photo is handled for an online renewal or offer a photo upload.

Photo law and rules

Idaho Code § 49-2444(1) requires a color photo of the applicant on the ID card, taken by the examiner at the time of application.
