Should you make a photo?

Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.

This page covers a learner (instruction) permit. It does not automatically apply to driver licenses, state ID cards, or every exception.

Where the photo is taken

In Guam, a learner's permit cannot be obtained online. DRT says new services must be done in person at the Driver's License Branch, and appointments can be scheduled through myid.guam.gov. Guam law (16 GCA § 3101(k)(1)) says an "instruction permit" shall not bear a photograph, but it is not clear that this applies to today's Stage 1 Learner's Permit, and no DRT page we found says whether the current learner's permit card has a photo. Check with DRT.

Online steps and photo upload

You can't get, renew or replace a learner's permit online in Guam; new services must be done in person. DRT's online-services FAQ does not mention any photo upload.

Photo law and rules

16 GCA § 3101(k)(1) lists a photograph among the items a license or permit must bear, "except that the instruction permit shall not bear a photograph of the licensee." The graduated licensing provisions (§§ 31A04, 31A04.1) use the term "Learner's Permit" and do not say whether this exception applies to it.
