Do you need to make a photo?
Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.
This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.
Photo law and requirements
16 GCA § 3101(k)(1) requires every license to bear a photograph of the licensee, but says the instruction permit shall not bear a photograph. § 3101(m)(4) says a renewal applicant applies in the same manner as an original applicant. The sections reviewed do not say who takes the photograph or address online or mail renewal. The photo statute was reviewed; Guam administrative rules have not been reviewed.
Where the photo is taken
Guam's driver-license picture is taken at the DRT driver-license office. New licenses and other new services must be done in person by appointment at the branch.
Online renewal, photo reuse, and upload
Eligible adult residents can renew or replace online at myid.guam.gov if their picture on file, taken at the DL office, is within DRT's 16-year aging limit and the current card was issued after July 2016. DRT's FAQ does not mention uploading a photo for online renewal. DRT's mail application for applicants outside Guam asks for two 2x2 color photos on a plain white background.
New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.
