Should you make a photo?

Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.

This page covers a learner (instruction) permit. It does not automatically apply to driver licenses, state ID cards, or every exception.

Where the photo is taken

You get a DC learner permit at a DC DMV service center after passing the knowledge test there. DC DMV says a new photo is taken after every knowledge-test transaction, so DMV photographs you at the service center.

Online steps and photo upload

The application form can be printed in advance, but you bring it to a service center; the official pages reviewed describe no online permit application. DMV takes the photo, and no option to upload your own photo was found.
