Do you need to make a photo?

Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.

This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.

Photo law and requirements

18 DCMR § 107.3, as amended by a 2009 final rule published in the D.C. Register, requires a full-face imprinted license photo no more than 17 years old and allows a Director waiver when impractical. DC DMV separately says a new photo is taken after every in-person driver-license, knowledge-test, or ID transaction. Eligible online renewals are available, but the reviewed public material does not reconcile every remote renewal with the agency's broad photo statement. The final-rule text is cited; confirmation against the current compiled DCMR and the legal basis for ID-card photos remains pending.

Where the photo is taken

DC DMV says a new photo is required after every driver-license, knowledge-test, or ID-card transaction. The agency captures the photo.

Online renewal, photo reuse, and upload

Eligible online renewals are available, but current public instructions reviewed do not say whether each one reuses the stored image or how an online renewal interacts with the agency statement that each in-person transaction gets a new photo. Follow the exact eligibility flow; do not make a separate portrait unless DC DMV requests one.

New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.

Scope and limitations

This entry reports the issuing agency’s current public procedure. It does not by itself establish the full legal rule for every permit, state ID, exception, or transaction.
