Where the photo is taken

Delaware DMV takes the ID card photo at a DMV office. State law says the photo on the card is taken by the Department of Transportation, and DMV normally updates the image at every renewal.

Online or mail renewal and replacement

Delaware announced online renewal for eligible ID card holders that uses the most recent photo taken at the DMV. If you cannot renew in person, DMV uses the image on file until a new photo can be taken; the image must be updated at least every 16 years.

Photo law and rules

21 Del. C. § 3104(a) requires a photograph of the holder taken by the Department of Transportation, and § 3103(b) says holders renewing appear at a DMV office and are photographed.
