Do you need to make a photo?

Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.

This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.

Photo law and requirements

Delaware Code, 21 Del. C. §§ 2715(b), 2718(b), and 3103(a), requires photographs on driver licenses and ID cards. DMV procedure normally updates the image at renewal and permits use of the image on file when circumstances prevent an in-person renewal.

Where the photo is taken

Delaware law requires a photo on licenses and IDs. DMV normally updates the digital image at every renewal; if circumstances prevent an in-person renewal, it may use the image on file.

Online renewal, photo reuse, and upload

Online renewal is available for eligible applicants. A remote renewal may use the image on file; normally DMV updates the image at in-person renewal.

New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.

Scope and limitations
