Where the photo is taken

New non-driver photo ID cards are processed only at DMV offices by in-person appointment (not at AAA or credit-union partners); the pages reviewed do not ask the applicant to supply a photo. In-person renewals can be done by appointment at DMV hub or express offices, including select AAA and Nutmeg State Financial Credit Union locations.

Online or mail renewal and replacement

Online renewal is allowed only if you got a new photo taken at your last renewal, so it alternates with in-person renewals; it is not available for a first REAL ID or for non-citizens. Mail renewal is limited to certain groups (such as active-duty military or people medically unable to visit) and is not allowed if you already renewed once by mail or online. No applicant photo upload is described.
