Do you need to make a photo?
Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.
This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.
Photo law and requirements
Conn. Gen. Stat. § 14-36h(a)(8) requires a photograph or digital image on driver licenses and state identity cards. Section 14-36d(b) permits renewal or duplication without personal appearance only when DMV has a usable photo or digital image on file, among other conditions; subsection (d) provides for mail or electronic procedures. These statutes support agency capture for in-person applications and reuse of the existing image for eligible remote transactions; they do not establish a general applicant-upload option. The photo-specific statutes were reviewed; administrative rules and all transaction exceptions remain to be checked.
Where the photo is taken
For an initial application, Connecticut DMV takes the photo during the in-person appointment; the applicant does not need to supply one.
Online renewal, photo reuse, and upload
Eligible online renewals can proceed without an appearance only when DMV already has a usable photo or digital image on file, as required by Conn. Gen. Stat. § 14-36d. DMV says customers who need a new image must appear in person; no applicant-upload route is described.
New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.
Scope and limitations
This entry reports the issuing agency’s current public procedure. It does not by itself establish the full legal rule for every permit, state ID, exception, or transaction.
