Should you make a photo?
Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.
This page covers a learner (instruction) permit. It does not automatically apply to driver licenses, state ID cards, or every exception.
Issuing agency: Colorado Division of Motor Vehicles
Where the photo is taken
For drivers under 21 getting a first permit, Colorado DMV says you have your photo taken at a driver license office appointment where the permit is issued; you get a temporary paper permit there and the physical card is mailed within 30 days. Colorado's adult (21+) permit page does not spell out these steps.
Online steps and photo upload
You complete pre-registration online and may take the written test online (@Home), then bring proof of passing to your office appointment. The reviewed pages do not mention uploading a photo for a permit.
Photo law and rules
A photo-specific statute or rule for this credential has not yet been summarized on this page.
