Do you need to make a photo?
Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.
This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.
Photo law and requirements
C.R.S. § 42-2-114(1)(a)(III)(A) requires the driver-license photograph to be taken and processed with equipment leased or owned by the department; § 42-2-114(6)(a) requires a full-face photo on each driver and minor-driver license. Section 42-2-303 contains the photo requirement for state identification cards. These provisions establish a department-controlled photo, not an applicant-upload path. The photo-specific statutes were reviewed; a complete administrative-rule and transaction-exception audit remains pending.
Where the photo is taken
Colorado requires a new photo for in-office driver-license issuance. The statute requires the photo to be taken and processed with department-owned or leased equipment.
Online renewal, photo reuse, and upload
Eligible remote renewals use the prior photo on file; an image 10 years old or older generally makes the applicant ineligible for remote renewal. A new photo requires an office visit.
New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.
Scope and limitations
This entry reports the issuing agency’s current public procedure. It does not by itself establish the full legal rule for every permit, state ID, exception, or transaction.
