Should you make a photo?

Where the photo is taken

Arizona ID cards are available at any MVD location, and you complete the application at any MVD or Authorized Third Party location; you can begin the application online at AZMVDNow.gov. ADOT's renewal page says that for a Travel ID you need to visit an office to get a photo taken.

Online or mail renewal and replacement

A lost, stolen or damaged ID card can be replaced online at AZMVDNow.gov; to update the photo with a replacement, you visit an MVD or Third Party office. An ADOT article (Sept. 2026) says MVD now requires driver license photos to be updated every 16 years and that Travel ID holders update the photo at the second renewal; it does not clearly say how the 16-year rule applies to ID cards. The ID card page does not describe online renewal, and no applicant photo upload is described.

Photo law and rules

A.R.S. § 28-3165(E) provides that a nonoperating identification license shall contain the photograph of the licensee, processed in color.
