Do you need to make a photo?

Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.

This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.

Photo law and requirements

A.R.S. § 28-3166(B) requires the driver-license application and issued license to contain the applicant’s or licensee’s photo image. A.R.S. § 28-3173 requires an update of the license photo when it has not been updated in the preceding 16 years and allows the director to require an update sooner. ADOT says an office visit is required for the update. The statutory photo provisions were reviewed; a photo-specific rule in 17 A.A.C. 04 has not yet been confirmed, so this is not a complete administrative-rule audit.

Where the photo is taken

Some renewals require an MVD office visit to update the photo. A.R.S. § 28-3173 now sets a 16-year photo update period; a first Travel ID requires an office photo.

Online renewal, photo reuse, and upload

Eligible drivers may renew online. If MVD requires an updated photo or the applicant seeks a Travel ID, an office visit is required.

New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.
