Should you make a photo?

Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.

Where the photo is taken

For a teen Class G instruction permit, ADOT says you must pass a vision test and have your photo taken in an MVD office, and the permit is issued in an office.

Online steps and photo upload

The written permit test can be taken online through Permit Test @ Home, but the vision test, photo and permit issuance happen in an office. The reviewed pages do not mention uploading a photo.
