Where the photo is taken

Virginia DMV takes a new photo when you renew an ID card at a DMV customer service center.

Online or mail renewal and replacement

You can renew an ID card online every other cycle. You cannot renew online if, among other things, you need a new photo, you are under 18, the card has expired, or your last renewal was not done at a customer service center. Online renewal does not offer a photo upload. The page does not describe mail renewal for ID cards.

Photo law and rules

Va. Code § 46.2-345 says a special identification card may include a photograph of its holder, requires a full-face photograph on cards for people under 15, and requires applicants to appear in person to renew unless DMV specifically permits another manner.
