Should you make a photo?

Where the photo is taken

Virginia learner's permits carry a photo. You apply in person at a DMV customer service center, where you take a vision screening and a two-part knowledge exam; the application page does not separately describe the photo step.

Online steps and photo upload

You can schedule your appointment online, but the application and tests are done in person. DMV does not mention uploading a photo; when a permit is replaced online, DMV reuses the photo already on file.
