Do you need to make a photo?

Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.

This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.

Photo law and requirements

Utah Code § 53-3-207(3)(a)(v) requires every regular license certificate, limited-term license certificate, or driving privilege card to bear a photograph of the individual. § 53-3-214(3) allows an eligible regular license to be extended by mail, electronic means, or other means set by the Division, limited to one extension; it does not address photographs. § 53-3-205.5 requires a photograph and fingerprints for driving privilege card applicants. The controlling photo statutes were reviewed; administrative rules, including R708-45 on renewal by residents unable to appear, have not been reviewed.

Where the photo is taken

Utah Driver License Division’s renewal instructions include taking a photo as part of an in-person renewal. Utah Code § 53-3-207 also requires a photograph on each regular, limited-term, or driving-privilege license certificate.

Online renewal, photo reuse, and upload

Eligible drivers may renew online using the PIN sent by mail. The public online-renewal instructions reviewed do not describe a portrait upload or clearly say whether the photo on file is reused. If you need a new photo, use the in-person renewal process.

New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.

Scope and limitations

The statute sets a photo requirement for the credential but does not establish the remote renewal image workflow. Other credential types and exceptions may follow different rules.
