Where the photo is taken

Texas DPS takes your photo at the driver license office as part of an in-person ID card renewal.

Online or mail renewal and replacement

You can renew an ID card online, by phone, or by mail only if your last renewal was in person, you are 18 or older, you are a U.S. citizen with a Social Security number on record, and the ID expires within 2 years or expired less than 2 years ago. So every other renewal is in person. The page does not describe any way to upload a photo.
