Where the photo is taken

Apply for an Ohio ID card at any BMV deputy registrar license agency. Ohio law says an applicant applying in person at a deputy registrar office is photographed when they apply, so you do not bring a photo.

Online or mail renewal and replacement

Many holders of a valid Ohio ID card can renew online through BMV Online Services, and replacements are available online in some cases. Ohio law requires a photo already on file with the BMV and a current card that was processed in person at a deputy registrar. No photo upload is described.

Photo law and rules

Ohio Rev. Code 4507.51(A)(2) requires in-person applicants to be photographed, and 4507.52(A)(3) requires the ID card to display the cardholder's photograph. Online renewal is governed by 4507.061.
