Where the photo is taken

You get a Nevada instruction permit by visiting a DMV office. On its adult instruction-permit page, Nevada DMV says you will have to visit an office to pay, show your documents and take your photo; its teen permit page says to apply in person but does not mention the photo.

Online steps and photo upload

You can start online with Nevada DMV's Quick Cards guide, make an appointment, and take the knowledge test online, but you still finish the application at the office. Nevada DMV does not say you can upload your own photo; its adult permit page says the photo is taken at the office.
