Do you need to make a photo?

Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.

This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.

Photo law and requirements

Missouri Revised Statutes § 302.181.1 requires the license to bear a colored digitized image of the licensee, and § 302.181.4 bars issuing a license without a facial digital image taken in a manner prescribed by the director, without anything that cloaks the facial features, subject to the religious exemption in § 302.181.7. § 302.181.8 requires the Department of Revenue to offer, at one or more locations, a full facial photograph taken by a same-sex employee or designee in a segregated location. § 32.300 authorizes a remote renewal system and limits applicants to no more than one consecutive three-year or six-year remote renewal; as a condition of remote renewal the applicant must be at least 21 but under 50 and authorize the exchange of vision information, and the vision test is waived when the applicant certifies a recent eye examination. § 32.300 does not address photographs. The photo statutes were reviewed; no photo-specific driver-license rule was found in the reviewed portion of 12 CSR 10-24, so the rule audit remains pending.

Where the photo is taken

Missouri handles license issuance and renewal through driver-license offices. The Department says a new photo may be necessary for some in-person duplicate transactions, including certain name changes; it does not say that every ordinary in-person renewal requires a newly taken photo.

Online renewal, photo reuse, and upload

Eligible Missouri drivers ages 21–49 can use remote renewal after an in-person application, with only one remote renewal allowed between in-person applications. The published renewal rules do not explain whether the existing portrait is reused or provide an applicant-photo upload option.

New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.

Scope and limitations

Photo handling for ordinary in-person and remote renewals remains unclear in the published guidance. Do not prepare a portrait unless MyDMV or a Missouri license office asks for one. Statute and administrative-rule review remains pending.
