Should you make a photo?

Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.

This page covers a learner (instruction) permit. It does not automatically apply to driver licenses, state ID cards, or every exception.

Where the photo is taken

Minnesota DVS says you will need to take a photo when you apply for an instruction permit, and state rule says the department takes the image. The pages reviewed do not say which type of office takes the photo.

Online steps and photo upload

A DPS news release about the 2020 launch says the knowledge test can be taken online at home with a parent, guardian or adult proctor (21 or older with a valid Minnesota license), and that applicants who pass should complete a pre-application online at drive.mn.gov before visiting an office. No page reviewed accepts a photo you supply.

Photo law and rules

Minn. R. 7410.1810, subp. 1, requires an applicant for a driver's license, permit, or identification card to have a full-face image taken by the department.
