Where the photo is taken

For a REAL ID compliant (STAR) Hawaii instruction permit, anyone who has never held a Hawaii license or permit must apply in person at a county DMV office, and a photograph must be taken. The page covering this does not separately address non-REAL ID (limited purpose) permits.

Online steps and photo upload

No online application for a first instruction permit was found, and documents cannot be mailed to the county DMV for review before your visit. No option to upload your own photo was found.
