Should you make a photo?

Do not prepare your own photo unless the agency or your transaction instructions specifically ask for one.

This page covers a learner (instruction) permit. It does not automatically apply to driver licenses, state ID cards, or every exception.

Where the photo is taken

Florida's learner's license is a photo card (FLHSMV's card guide shows a portrait on the orange-header learner's license). You receive it by visiting a local service center with the required documents and fee.

Online steps and photo upload

Applicants under 18 can take the Class E Knowledge Exam online through an approved third-party administrator. This requires a Parent Proctoring Form that is notarized or signed in front of a driver license examiner, and you must still visit a service center. No option to upload your own photo was found.

Photo law and rules

Florida Statutes § 322.14(1)(a) says a printed driver license must bear a color photograph or digital image of the licensee. The section does not mention learner's licenses by name.
