Do you need to make a photo?
Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.
This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.
Photo law and requirements
California Vehicle Code § 12811 requires a driver license to contain a picture or photograph of the licensee for identification. California Code of Regulations, title 13, § 20.06 addresses driver-license identification elements but does not prescribe who captures the photo or a photo-upload path. The cited statute and relevant regulation were reviewed; other photo-related provisions and the full licensing-rule set remain outside this pass.
Where the photo is taken
The California DMV may require a new photo for an in-person transaction. The reviewed renewal guidance does not provide an applicant portrait upload route.
Online renewal, photo reuse, and upload
Eligible applicants can renew online. An online renewal is not a new-photo upload route; follow the DMV eligibility result and visit an office if it requires a new image.
New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.
Scope and limitations
This entry reports the issuing agency’s current public procedure. It does not by itself establish the full legal rule for every permit, state ID, exception, or transaction.
