Do you need to make a photo?

Do not prepare a separate photo unless the state agency or your transaction instructions specifically ask for one. The agency procedure below describes where a photo is captured and what is known about remote renewal.

This page covers a driver license. It does not automatically apply to learner permits, state identification cards, commercial endorsements, or every exception.

Photo law and requirements

Ark. Code Ann. § 27-16-801(b)(1)(A) requires a color photo to be made part of the driver license at the time of application. Section 27-16-801(b)(2) allows a no-photo license in specified circumstances, including a qualifying sincerely held religious belief or unavailability; subsection (b)(3) permits reuse of the most recent photo for one renewal when illness or treatment causes hair loss and a physician statement is provided. The current statute provides these exceptions; no general applicant-upload option is stated. The photo provisions were reviewed, but the broader administrative-rule audit remains incomplete.

Where the photo is taken

Arkansas law requires a color photo to be made part of the license at application. Narrow no-photo and photo-reuse exceptions apply, including a one-renewal prior-photo option for qualifying illness-related hair loss.

Online renewal, photo reuse, and upload

The statute does not describe an online portrait upload. It permits reuse of the most recent photo for one renewal only in the specified illness-related hair-loss case. Check the DFA renewal flow for eligibility and any office visit.

New photo upload: Only treat upload as allowed when the linked official instructions explicitly say so.
